Why Don’t We Celebrate Leap Day?

It’s Leap Day. It’s been four years coming. Seems to me there should be some kind of party. We have a lot of celebrations on days that come around every year. One of those celebrations revolves around a relatively large rodent-type animal that supposedly predicts the weather pattern.
